How can I effectively combine my necessary housekeeping with taking care of my kids?

My home is a mess simply because I don’t have time to tidy it. I feel that it’s hopeless to try to achieve the “perfect” home which will make both me and the other members of my family happy. I have two children and I have to choose between taking care of them or making my home clean and tidy. Do you have any idea how I can achieve both of these at the same time?
